Help with 90's song

Hey - I'm trying to find the name of the band and song from around 92-93 that CFNY played. The name of the band sounded like some sort of Russian revolution and the actually name had some sort of date in it - something like the eighth of october or something like that. The song that cfny played started off with a siren..... hoping you can help thanks!
