My mystery song came from a mix tape created from music circa 1982-1983. The song featured a break in the music during which there was a spoken word mock-up of Franklin D. Roosevelt's declaration of war on Japan. The twist is...at the end of the speech, the fake FDR says that the U.S. has decided to surrender to Japan!
Other songs from that tape included (for style and era context)... Thomas Dolby: Europa and the Pirate Twins Oingo Boingo: Only a Lad Killer Pussy: Teenage Enema Nurse Suburbs: Music For Boys Devo: Peek-A-Boo! Berlin: Sex (I'm A..) Billy Idol: Catch My Fall

Could it be the song is by the group Japan? I'm not familiar with their music, but the FDR twist could be a creative means of remembering the artist.

Hahaha! That *would* have been clever of Japan to sneak their name into a song. Alas...Japan was not making albums at the time of the other songs' release. Plus, their style was kind of the seductive side of Duran Duran. Thanks for the idea, though. :)

I just figured out the spoken-word clip from the song I'm trying to identify was sampled from Firesign Theatre. I still haven't gotten closer to identifying the song or the artist.
