the song was on a mix tape give to me in 1993 or 94. The girl was into camper van beethoven, the orb, happy mondays and flesh for lulu. five days ago part of the chorus drops into my head, "don't look down.....no, don't look down..." It's a male voice and the song seems really happy, with plucky little synth part. I really wish I had more to give and it is totally driving me crazy. thanks for any ideas at all.

I doubt that this is it, but there was a song by The Planets on their '81 album Spot that had a song called "Don't Look Down" that follows the chorus lyric you posted.
If you do a search at amazon.com under "Goonhilly Down" (the other Planets album on this twofer disc), there's a song clip posted.
