That sure sounds like Annabella (Lwin) of Bow Wow Wow. She released a solo album ("Fever") in 1986, with the main single being "War Boys," which this song isn't. Perhaps this is a Bow Wow Wow track.

Hey James..thanks for your input.I can see where your coming from with Bow Wow Wow but it's not. I just sampled all there music on itunes and Annabella's solo album was 1986 this song was 1983-1984...thanks again.

The band is Sandii and the Sunsetz (from Japan). The name of the song, I am not sure. I will have to check with my old vinyl collections.
David Sylvian and Japan had many collabrations with this band. In fact, the Sunsetz had supported many of their last shows.
