Sounds exactly like the lead singer from Cafe Jacques (1977-1984), and is their style. However, it's not from Internationale.

this has been solved meanwhile, it was a somewhat obscure Dutch group called PLAY IT AGAIN SAM, produced by the Bolland guys.
"Suddenly" on Teldec in 1985.
