not 100 % (sorry) but has a definite "killing joke" vibe, if its not them, you may at least find KJ to be closely related in sound.

ok, I'm still trying to find a sample to listen to, but I'm pretty sure thats Love and Rockets - Inside the Outside. If you find it, let me know, I'd like to know where you got it and get myself one... also, is that the first note of "Sweet Stuff" by Click Click that followed at the very end of your sample? sure sounds like it! :-)
