That's a very COOL opening to a song...I'd like to know who it is myself. Sorry, doesn't help you, but I thought I'd say that! Where did you get the sample from? Can you provide any more of the song?

a friend sent me some "scoped" tapes which are basically imaging/DJ demos with the full songs cut out, so i only got the intro. of course the DJs didnt announce the song. it sounds VERY much like a band thats probably fairly known in the 80s/new wave circles but i cant think of ANY names. Cheers.

That sample sounds like it was a break from a song, that has been played backwards, and the pitch has been sped up or slowed down.
NY used to do thaton occasion for their promo's. I once heard a rare release of Pet Shop Boys - Opportunities, recorded at 45 RPM, but played backwards at 33 RPM , then a voiceover for some club gig.
I know it doesn't help... but see if you can find some free software that will allow you to play it 'backwards'.
