I could be totally wrong about this but I believe the band was originally from Ottawa and existed during the mid to early 80s. They released a single that sounded similar to Icicle Works and Mighty Lemon Drops (percussion). The video featured the band on a set but there were leaves everywhere (I guess similar to Brian Adams' Run to You video)

Also, anyone know if Voice of America ever put out an album or CD?

The group you are probably talking about is 8 Seconds, and the song is "Kiss you (when it's dangerous)". The group is from Ottawa, and if I recall correctly, I remember the video having a nature feel to it.
2nd Part: Voice of America: Released an album in 1988 called "I will Tell". This was on the Tab label. You might be able to find it on Gemm.com.

TAB was actually an abbreviation being used in the Music Master Albums catalogue for DECCA Records. I believe DEC and DCA were being used as abbreviations for other labels. If you have the album Mike perhaps you can correct me on this. I'm not sure if in fact it was ever released since this catalogue also had a Scary Thieves album listed which never saw the light of day.

Hey Dave, I think you're right. The info. I got from Voice of America comes from Allan Cross' "On Going History of New Music" volume 1 as well as "Rare and Brilliant". I am only aware of 7" singles on vinyl from VoA myself, but in the liner notes in states that "I will Tell" was an album released under Tab label in 1988. Looks to be quite a collector's piece.
