Here's a bad guess.
The vocals remind me of the lead singer from
Bootsauce (the canadian band that did Love Monkey #9 and Masterstroke)

That is exactly what I thought, it sounds like Bootsauce. The only other song I know by them off hand, is "Lets Eat Out", or whatever it's called.

I concur, this is Moanie by the Canadian band called Bootsauce - released in '94.
