This song was part of a radio broadcast around the mid 80's and early 90's about Alan Wilder (ex-member of Depeche Mode during 1982 to 1995) talking about his early days and his early work and playing songs from his early days before joining Depeche Mode, this song was part of the broadcast being played, along another 2 songs.
However many years later was known that this song along another the other two were not Alan's, but is not known whose this song is from or when it was written or any other information, but the song was called "Chart Rundown" without knowing the real title.

The song is complete but with a dreadful quality

Yeah there's more information, it was part of a broadcast, but the place and the radio station are unknown, they played two more songs from this same artist, "Here To Have Fun" and "Treadmill Of Time" (Which I'll upload here) but the DJ or the host claim that this is Alan Wilder, which clearly is not, and also played another track: "Disco Hell" that actually is one of Alan Wilder's early bands that was part of called "Daphne and the Tenderspots", the radio broadcast seem from an American radio station, but as I said, is still unknown.
