The song came around 1987. For some reason I associated it with the Dry Heaves and M.A.D. (Mind Alterring Device), but I understand the former is a sort of punk band, while the later is a song (about LSD) from a Montreal band.
The song itself is the kind of song you'd hear from Ivor Hamilton or a late night/early morning show. The refrain is "These are not dark days, these are not dark days," by a male voice sounding as if it came from a distand PA loudspeaker.
