This is probably no help, but I did a search for those lyrics and found 3 artists: Roxette- "The Rain" Primal Scream- "Carry Me Home" and some song by a boy band called Dreamstreet? But the lyrics you posted really remind me of a 90's dance song. And it's not "Red Rain" by Peter Gabriel right?

John: i recorded it from the radio in 1992/93 on a local Toronto radio station...hope this helps...(i also heard it played twice that year, so it could possibly have been a 'current' song) but i'm not sure.

that is the name...when i heard it, the radio announcer guy said something like "alice caplan" or "alan caplan" and it turned out to be alex caplin...lol
