I taped this from the radio in 1981 or 82. I thought it was John Foxx or Ultravox, but have not found it among their work. Any help on this mystery would be appreciated.

Randy Van Warmer - "Terraform III (21st Century)" ??

Hey myirwin, I appreciate your comment very much. Randy VanW is among the LAST people I would expect to be doing this snappy synth pop tune, but it may well be the answer. I have not been able to find the lyrics anywhere, but my research so far has pointed to Randy as the artist.
He is known for the schmaltzy soft-rock tune with the autoharp strumming...
Thanks for the info!

That is indeed Randy van Warmer (from the research I have done). Pretty amazing tune from the guy that did "You Left Me - Just When I needed You Most", the soft pop hit of years ago.
Thanks, myirwin. Hey are you the Uncle Irwin from the BNL Live album?! Oops, that was Uncle Elwin. Never mind.
